Digital Watchdog Statement
- Digital Watchdog is committed to providing NDAA Section 889 compliant products and does not have OEM, ODM, or JDM relationships with part vendors found in violation of the NDAA.
- The Digital Watchdog NDAA Compliant Products list will be regularly updated on the Digital Watchdog website.
- The following Digital Watchdog cameras, encoders, network video recorders (NVRs) and digital video recorders (DVRs) do not use or deploy critical components, nor include any SoC (system on a chip) produced by component vendors banned by the NDAA and are compliant with GSA Schedule regulations. These products will be included in Digital Watchdog’s GSA contracts and are recommended for US government applications that are subject to the NDAA.
This article will list the Digital Watchdog products that follow NDAA Section 889 GSA Schedule regulations and are approved for the lawful exchange of security parts and products.

National Defense Authorization Act (NDAA)
To address a perceived cybersecurity risk, an interim final rule of the National Defense Authorization Act (NDAA) for the Fiscal Year of 2020 was made effective on January 1, 2020 for DW products listed below.
Section 889 of the NDAA states that there is a “Prohibition on certain telecommunication and video surveillance services or equipment”. This is primarily focused on companies within the regions of China such as:
- Huawei Technologies Company
- ZTE Corporation
- Hytera Communications Corporation
- Hangzhou Hikvision Technology Company
- Dahua Technology Company
This further extends to manufacturers in cases where video surveillance cameras and/or systems are resold under another manufacturer or vendor brand name. While this is a standard practice among original equipment manufacturer (OEM), original design manufacturer (ODM), and joint development manufacturer (JDM) relationships, DW strives to stay within compliance.
Several provisions within the NDAA have a major impact on currently existing and future US government-related video surveillance deployments. As the ability to claim NDAA compliance is dependent on the location of the manufacturer (OEM) and the chipset/internal components of the devices in question. Some examples of NDAA compliant chips are:
- Intel
- Ambarella
- MStar

Use the product filter and select “NDAA Compliance” to only view products tagged that have been tagged as NDAA-compliant.
NDAA Compliant Product List
The products listed below are compliant with the U.S. Department of Defense and GSA Schedule trade regulations. These products have been deemed NDAA compliant by the manufacturer, as the final products are using approved chipsets and have been manufactured and substantially transformed within the United States, South Korea, and/or Vietnam, which are approved signatory countries designated by NDAA regulations.
